In this article, we analyze in detail the call for proposals, the requirements for accessing it, the eligible expenses, and how Pizero can support your company in accessing funding and implementing an effective digital project.
The ministerial decree of July 18, 2025, defined the criteria and procedures for accessing this new incentive. The objective is clear: to encourage the adoption of advanced technological solutions by Italian companies, bridging the digital divide that still exists between many SMEs and their European competitors.
The measure stems from a public consultation that highlighted the urgent need to support investments in cybersecurity. The data fromNational Cybersecurity Agency They speak clearly: in the first six months of 2025, cyber attacks increased by 53% compared to the same period of the previous year. Small and medium-sized businesses, often lacking dedicated IT security resources, are particularly exposed.
The call is aimed at two main categories of beneficiaries.
Le micro, small and medium-sized enterprises with registered office or operating headquarters in Italy, duly registered in the Company Register, can submit an application regardless of their sector of activity. self-employed and freelancers, whether or not registered with professional associations and colleges, provided they have a VAT number and operate within the national territory, have access to the same benefits.
There is one fundamental technical requirement: at the time of application, you must have an active connectivity contract with a minimum download speed of 30 Mbps. This requirement ensures that beneficiary companies can effectively use the acquired cloud services.
The available resources amount to 150 million euros, of which approximately 71 million are reserved for companies located in the Southern regions of Abruzzo, Basilicata, Calabria, Campania, Molise, Puglia, Sardinia, and Sicily.
The decree identifies five categories of products and services that can be financed through public contributions.
Le hardware solutions for cybersecurity They include firewalls, next-generation firewalls, security routers and switches, intrusion prevention devices, and IPS systems. These tools form the first line of defense for the corporate network.
Le software solutions for cybersecurity These include antivirus and antimalware, network monitoring software, data encryption solutions, security information and event management systems, commonly known as SIEMs, and vulnerability management software.
I IaaS and PaaS cloud infrastructure services They allow companies to access virtual machines, storage and backup services, networking and security solutions, including VPN connectivity and DDoS protection, as well as cloud databases.
I SaaS cloud services Perhaps the broadest category includes accounting software, human resources management solutions, business productivity management systems such as ERP, digital content management software and e-commerce platforms, and CRM tools for managing customer interactions, including collaboration services and virtual switchboards.
It flies, i configuration, monitoring and ongoing support services, including professional services, are eligible up to a maximum of 30% of the total spending plan, provided they are connected to other purchased services. Training services are specifically excluded.
The minimum expenditure to access the incentive is €4.000, while the maximum grant available is €20.000, equal to 50% of an investment of €40.000.
The procedure is divided into two distinct and sequential phases.
The first phase concerns thesupplier accreditationICT companies intending to sell eligible solutions must register on the ministerial list established by MIMIT. The application window opens at 12:00 on March 4, 2026, and closes at 12:00 on April 23, 2026. Within 60 days of the deadline, the Ministry will publish the official list of qualified suppliers.
The second phase, the one intended for the questions from beneficiaries, will be activated only after the list of suppliers is published, presumably in the second half of 2026. The precise dates will be defined in a subsequent directorial decree. Grants will be awarded through a one-stop procedure in chronological order of submission, until available resources are exhausted.
